A public housing resident should be able to read the full procedure for challenging the agency’s decisions. In request 2025 PAC 91589, Ronald Baker challenged WCHA’s provision of only part of its grievance policy in the body of a FOIA response. The authority subsequently supplied the full policy. PAC January 27 closure letter

The January 27, 2026, letter from Bureau Chief Joshua Jones says the authority issued a revised response that morning, providing the full grievance policy at issue. That resolved the allegation about partial disclosure, and the bureau closed the file.

The document was the point

This was not a request for an executive director’s summary of what the rules supposedly said. It was a dispute over access to the full policy. A resident evaluating deadlines, delivery requirements and hearing procedures needs the actual document to understand how the process is supposed to work.

The distinction is especially important when an agency controls both the procedure and the response to a resident invoking it. Selective reproduction leaves the reader unable to check what has been omitted. Providing the full document allows residents, advocates and reviewers to read the same rules.

Here, the documented correction was concrete: the full policy was provided. The PAC letter does not identify a sanction, award damages or issue a binding opinion. Nor does it declare that the authority’s grievance procedure was validly adopted or that any individual resident received a hearing. It resolves the narrower records-access issue.

Disclosure is the starting line

Monster News’s criticism is that a basic policy document became a state-review dispute at all. An agency administering low-income housing should make the rules for challenging its decisions straightforward to obtain. Residents already face the underlying dispute; they should not have to fight a second battle simply to see the procedure.

That editorial judgment must remain distinct from what PAC decided. This letter records a successful correction of a partial response. It cannot be repurposed as a finding that every grievance complaint against WCHA was established, or that the revised document cured every problem with the hearing system.

For readers following the larger WCHA record, this case supplies one precise fact: a complaint about incomplete disclosure ended with production of the full grievance policy. Whether the authority then followed that policy is a different question, requiring the grievance requests, responses, hearing records and decisions for each affected resident.
